M6 makes money with this website by selling advertising time to french companies. Since the impact of french ads on people outside of France is negligible, companies are not willing to pay for an ad being seen by these people. So because M6 won't make any money with french expatriates, they don't want to waste additional bandwith for them. Thinking about it, their behavior really makes sense.
